During the second Berlusconi government he was appointed Undersecretary of State for Foreign Affairs delegated to relations with the Americas , matters concerning the United Nations and specialist Agencies, and promotion of Italian culture abroad. On 3 rd December 2004 he was appointed Minister of Public Functions.

Within the framework of these functions, he maintained relations with the various regional and sub-regional intergovernmental organizations (NAFTA, ASC, CARICOM, MERCOSUR, CAN, Gruppo di Rio, ALCA, BID) and was involved in issues concerning development cooperation in Latin America . He was President of the Commission for the Promotion of Italian Culture Abroad and sponsored several initiatives aimed at enhancing the Italian presence in various multilateral quarters.

He was elected Deputy in the 12th, 13th and 14th Legislatures in the Rome constituency of Fiumicino-Ostia Antica-Acilia.

Mr. Baccini is enrolled in the UDS parliamentary group (Union of Christian and Centre Democrats).
